Soo me being me I can't give up on my elves in green. This list looks pretty promising though. I'm willing to compromise and change the craftworld to expert crafters for competitiveness' sake but I'd rather say Biel-Tan and see what the swordwind can bring to 9th. I'll address the unit that's going to get the most flack, the fire dragons. I have them in there banking on the new melta rules of +2 damage at half range being applied to fusion guns as well. If this update doesn't come for them then I'll quickly remove them in favour of something more competitive like war walkers or another falcon. The fire dragons will benefit from the biel tan warlord trait natural leader for re-roll to hit pretty much guaranteeing whatever is in front of them will get slagged and they'll earn their points back efficiently.

My favourite part of this list and the most important part is the 8man squad of Shining Spears that are incredibly flexible and reliable under biel-tan's rules. They can deepstrike or start on the board with equal effectiveness. If its better to deepstrike: I can use the biel-tan stratagem, combined with ghostwalk and the swooping dive exarch power for a total of +5'' to charge. If its better to start on the board: I can cast protect, fortune, and use quicken to make them really tough to shoot at and get them where they need to be.

The rest of the list is pretty self explainatory. Lots of hard to kill serpent and falcon hulls that pack some decent heavy shooting and 20 dire avengers to capture objectives and deal with hordes. Wraithblades work as counter assault and objective grabbers sticking with the spiritseer. The wraiths will be very tough to remove if I choose to stack them with psychic powers instead of the shining spears.

Anywho this list has an extra shining spear and an extra fire dragon than what I deem essential so there's some points to play with...

Well, not a bad list.
As a long term Eldar player I usually go never out without two units of Fire Dragons.
These units are very reliable when a job has to be done quickly.
I remember a game (Biel-Tan, 2 units of FD and 2 units of DR) in the 8th vs. SW, when two Dreads were approaching my front ranks asap, while the SW cavalry was approaching along a flank. After round 5, SW has been tabled.

I used to bring 2 units of fire dragons as well. I’ve always loved them. They aren’t as good at taking out units like terminators or crisis suits that have 2 to 3 wounds each because a lot of the damage gets wasted because it doesn’t carry over to the next model. If they do get the new Melta rules for +2 damage then I would consider a second squad

I like the list generally but I'd personally drop the wraithblades and their serpent. I'd take a second unit of spears personally then add in something to your liking.

You can't embark a unit of 10 WB's in a wave serpent, max 6.

A single unit of 5 is enough to hold an objective long enough, so I'd use those 100 points for something else like a 2nd FD's squad (take the last points from the vectored engines, and maybe spirit stones on falcons or again 1/2 starcannons).

I think your advice of dropping the wraithblades was really good they didn’t fit well competitively. I made a new version with a second squad of spears so one will start on the board with skilled rider and one will deep strike with swooping dove. I could easily drop a falcon or serpent for something like a night spinner for ignoring LOS.

Wraithblades bring a new component into your army as they can hold or contest an objective early in the game.
Shining Spears are not the right unit for such a task as they can thread enemy units in enemy deployment zone or anywhere at the battle field.
The rest of the army is either rather fragile (DA) or should not be charged (tanks) by the enemy.

No worries, happy to help. I wouldn't bother with the night spinner personally, you've got a lot of speed and fly to reach targets trying to hide. I think two five man's might be enough for spears since I'd imagine they'll be on clean up duty mostly once the tanks soften them up. Depends if those points can open up something good for you, if not then I'd leave the spears as is.
