Yes, he can attempt the charge, but he still needs to roll high enough to end his move within range, which means he needs to roll high enough to move around the Scarabs, as Chrysis says.

It would not be possible since you can't physically fit/move the model into engagement range.

I just saw 12k of orks in your signature and was wondering if you only had that. At first, I was going to only have one army, Ultramarine but I just got the skiitari and ad mech started boxes, cawl, breachers and kastellans robots. I got started with the indomitus so I have some necrons and bought a few more but now I am kind of regretting building them and buying more since I might sell them. I am pretty busy so 3 armies would be too much for me atm. Especially since all the leaks have shown that necrons are still about the same tier

Yeah, having a lot of armies can be a bit of a drag. I started with Necrons when they were first released, then got space marines, chaos space marines, tau, tyranids, a small Dark Eldar Force, and then Orks. Since starting Orks, I've slowly sold off my other armies as they just weren't getting any table-time. I just always want to play the Orks!
I'd recommend focusing on the armies you have now and playing lots of games with them. Only buy stuff for different armies if it's because you want the model, not to start a new one. Once you've played for a while, it'll be easier to work out which army you enjoy most. the 3 armies you have are sufficiently different to get a good taste for what you enjoy and what you dislike. Maybe aim for 2-2.5k of each so you can build a few different lists, and by then you'll probably find one army has caught your attention - you'll have more ideas for them, or if you'r elike me (terrible discipline) you'll have several thousand points worth of them, and a further several thousand points worth not even built!

I got a decent force of 5,000pt of UM but I am ok with everything I got since I did a TON of research and everything that I got syncs well with UM. Starting the necrons was easy due to indomitus but now they are on the ropes to me. I knew for a second army I wanted something different so I was stuck in between thousand sons and ad mech. Since the thousand sons are kind of bad and their models arent as detailed as ad mech, I opted for them.
At this point, I am just going to wait and see what happens with Necrons (all the codex leaks tbh look pretty wack so far).
For Admech I got 2 starter boxes one with the duneraider (last one I found online for $80) and the more recent started box with the skorpion. I also got Cawl, Kastellan Robots and breachers/destroyers. All of those units seem pretty meta and safe so I will stick with those for a while and fill out the rest later.
I am leaning towards easy to transport armies (no fragile display like figures, fliers, knights, etc) since the whole reason I got into this was to go around shops and be social.
