The other night I watched three friends play a game called KONFLIKT. It's a scifi WW2 warfare game where both Axis and Ally powers are introduced to alien technology. So, you have tanks with legs and lasers, saucers alongside Panzer tanks, Sherman Tanks, etc. It appears some of the designers are ex-Games Workshop game designers.

Anyhow, the subject of Fog of War came up and they had adopted a house rule for it. It went something like this.

Fog of War

During set up, unless the models were out in the open, certain units would be represented by a marker on the table. That marker would represent a specific unit. The opposing player would do the same. Neither would know what the opposing players markers were until a LoS was declared or if the player decides to execute an activity that would reveal that unit. Additionally, to make sure the Fog of War works, during set up, the opposing player would turn their back to not see what the other player marks as their location.

To add extra help in the game, they had a referee who would watch over the game. The ref would fix rule disputes, notate secret objectives and notably, ensure FoW rules. They took that idea from studying how Dave Arneson would ref games.

Thoughts?

I think the better way to do Fog of War in 40k is by giving each datasheet a sight range of, for example, 18 inches. This means that you might not be able to use the full range of your weapons without a spotter. Some armies would pay extra points because they can shoot further without spotters, others might automatically share target call-outs without needing to take an action to do so, yet others might need to pull out a radio and hunker down if they want artillery support.

Not only does this give troops more of a use, but it also gives us another lever to differentiate and balance armies.

Or you can implement a rule that allows you to 'fade into the fog of war' by going off board to return as reinforcement.

Something like:

Fog of War
-used during 'move units' subphase of Movement Phase.
-unit is entirely within 6" of the board edge, not within engagement range. If model = bigger than 6", must touch the board edge.
-no enemy units within 12"
-remove from play, can return as reinforcement in subsequent turns.
-place wholly within 6" of the board edge exited from.

Restrictions:
-cannot be used turn 1.
-until turn 3, cannot be placed within enemy deployment zone, must be 9" away from enemy units.
-turn 4, can be placed anywhere, cannot be within engagement range.
-turn 5, can be placed anywhere, even within engagement range.

Matched Play Restrictions:
-when entering as reinforcement, if there are no friendly units, roll d6 - roll of 1-3 triggers [d6 per model, roll=6, 1 MW per]. Roll of 4-6 enter as normal.

GW used to have Night fighting which on turn one kinda acted the as a loose Fog of War.

But really in 40k it honestly doesn't make sense for a large scale battle. It would make more sense for skirmish style games though.

I would make Fog of War a turn 1 only rule and make it like Night Fighting

0-12" nothing changes
13-24" -1 to hit
Over 24" can not shoot unless a rule has ignore LoS then hits on a BS of 4+ (can be modified).
