Closest I know is I think the rule book in the command starter set thing is soft back. It's just the rules and no fluff though.

The chapter approved tournament missions book has an almost complete rulebook inside and is A5 format: https://www.games-workshop.com/en-US/Chapter-Approved-Mission-Pack-and-Points-Values-EN-2020
The rules are missing detachments and crusade, but otherwise it's the same as the big book. You have more and improved missions for 1000 and 2000 but are missing the 500 and 3000 points missions.

If you are using battlescribe to build armies and don't want to play crusade, this has everything you need.

7 Ork facts people always get wrong:
Ragnar did not win against Thrakka, but suffered two crushing defeats within a few days of each other.
A lasgun is powerful enough to sever an ork's appendage or head in a single, well aimed shot.
Orks meks have a better understanding of electrics and mechanics than most Tech Priests.
Orks actually do not think that purple makes them harder to see. The joke was made canon by Alex Stewart's Caphias Cain books.
Gharkull Blackfang did not even come close to killing the emperor.
Orks can be corrupted by chaos, but few of them have any interest in what chaos offers.
Orks do not have the power of believe.

Yep, it's the back half of the big rulebook, with all the rules content, scaled down to A5.

Nice, I really want to get that command box but really have no need for the terrain or the necrons. So will need to fish around when I'll be at risk of playing again to see if I can move some parts of it to make it more of a steal.

I got the Command Edition purely for the rulebook and another unit of Warriors. The scenery's really nice so I decided to add it to my big pile of unpainted scenery that I'll get round to someday. The rest went on ebay and I ended up paying less for the stuff I kept than the big rulebook would have been. Which is fine by me as I don't care for that enormous thing anyway.

Wait, what? it's the Tournament rulebook and it doesn't have rules for detachments?

It's the Grand Tournament 2020 Mission Pack:

This year’s edition of Chapter Approved is the essential gaming toolbox for all fans of Warhammer 40,000 matched play. Whether you're a tournament regular or simply like to ensure your battles are always fought on an even footing, this is the essential supplement for matched play games in the this edition of Warhammer 40,000. Inside this 96-page softback book, you'll find:

- Two mission packs, comprising nine missions each for Incursion- and Strike Force-scale battles, each designed to offer a different challenge to the players.

- Guidelines for setting up and playing a matched play or Grand Tournament-level competitive game, including suggested battlefield size, time limit and how best to determine secondary objectives.

- And much, much more…

'It is a source of constant consternation that my opponents
cannot correlate their innate inferiority with their inevitable
defeat. It would seem that stupidity is as eternal as war.'

- Nemesor Zahndrekh of the Sautekh Dynasty
Overlord of the Crownworld of Gidrim

Yep. They clearly tried to get you to buy two books, though the existence of battlescribe dashed those hopes.

From a practical point of view, it's the perfect book to bring to games though. It doesn't take up as much space and the ring binding work much better for leaving it open for quick reference during battlefield creation or when starting the game.

If you don't care for crusade rules, this is definitely the best book to buy.

It contains all the rules you need to play at the tournament. It assumes you used your full rulebook at home to make your list before the tournament. Thus, those rules are unnecessary at the tournament.
