Be'Lakor does have he daemonic ritual ability. He is however very high PL so it's kinda pointless unless you want to risk your character exploding into the warp.

The are ways to help summon Belakor. WB can use dark pact to reroll the summon dice, and wont suffer any MWs. A MoP can use incursion to roll 4 summon dice instead of 3, and he doesnt suffer any MWs either.

Daemonic Ritual was faq'd out, although shouldn't he still be able to be summoned, just not to actually do any summoning, similar to Cypher?

No, other way around. Belakor can bring on other units that have the Daemonic Ritual rule, but because he doesn't have it due to the FAQ, he can't be summoned.
