This is my first attempt at a Battalion sized army list, so I tried to go with a well balanced Imperial Guard force using mostly models I own or have similar enough units to proxy. I will list the proxies at the end.

Proxies:
Technically not really a proxy since it's just the doctrine, but I only own a few Vostroyan models. The Commander and two Snipers in the Command squad would be the only Vostroyan I field in this list unfortunately. The Infantry models I use would likely be drawn from most, if not all, of the various factions that have been produced since that's just what I own. However, the more important part of keeping the loadout correct should be fulfilled though this may result in the occasional "mixed" group to fulfill Special weapons needs. Vehicle weapons are much more likely to be different than visual loadout. I play casual, but try to follow WYSIWYG if possible to make things easier for all involved.
1xDemolisher for 1xBattlecannon
1xOfficer of the Fleet for 1xMaster of Ordinance
1xGriffon and 1xManticore (or just 2xManticore) for 2xBasilisk
Something for the Techpriest Enginseer. I haven't really decided on a proper proxie for him from my collection, but I plan to get at least one of the model soon anyway.

Hey, Sergent Silver,

This list seems okay. I do think you're lacking bodies and/or protection for the bodies that you do have. 9th edition is all about holding objectives and I think this list is going to struggle with that. I would consider dropping some of the superfluous upgrades like sniper rifles and vox-casters to make room for more infantry. I have also never been impressed with Basilisks. They never do nearly enough. I would consider replacing them with some Bullgryns or some Chimeras.

Thank you for your insight and suggestions. As my intent is to keep this army ranged focused with the Vostroyan doctrine as well as mostly keeping to models I have, I likely won't be taking Bullgryn in it, but I am curious about your thoughts on what they should be kitted with if I were to use them.

I noticed when changing this list that for some reason Manticore and Deathstrike are the only two support vehicles that don't get to have squads of up to three. Is that because they're too powerful if you could have tons of them or are we expecting that to change when the IG get updated to 9th? I feel like Manticore are considerably better than Basilisk on paper, yet that isn't reflected in the points. Unless not being able to take a squad of them is considered the balance for the low point cost.

I'm not sure why Manticores and Deathstrikes can't be taken in squads of three. I mean, yes, Manticores are much better than Basilisks, especially with the Full Payload Tank Ace ability on them, but are they so powerful that running nine would be too much? Maybe, but I don't see any player wanted to do that. That's a lot of points to sink into non ob-sec vehicles that take up a lot of space on our smaller tables and can't shoot their big guns into combat. I don't think we'll see a change to that list building restriction though. In the fluff, Manticores and Deathstrikes are supposed to be much rarer than Basilisks. I do anticipate stat changes for all three units though. A more consistent number of shots, more damage, more AP, special rules that apply de-buffs or something.

The rarity of them makes sense in a vacuum, but when one considers the in-lore rarity of many Leman Russ variants, especially the Plasma Executioner, that are still available in squads of three it doesn't. Still, I won't argue that it may have played a part since GW rarely considers such things when balancing between units, like how Terminator armor is also supposed to be pretty rare chapter treasures, yet was ubiquitous in SM armies prior to Primaris. It's still a common sight in CSM armies even though it's supposed to be extremely rare and highly prized.
