Returning after a few years of not playing.
Can I get a detailed list of all the books / updates that are legal / required to play Craftworlds at this moment in time?
As far as I can tell I need:
Core rules + update
Craftworlds 8th + update
Phoenix rising
Anything else?

There's a new edition which means all the old rules are being replaced. So the lifespan of the older rules is limited and since the cost of them isn't small that's quite an investment into material that will be out of date reasonably quickly. Plus if you're just starting you could put that money toward a few more models.
The other thing is Eldar players are REALLY hoping that Eldar get the treatment that Sisters of Battle and Necrons have recently had with a large range update. Since Eldar still have a lot of older plastics and, importantly, finecast models, esp in their Aspect Warriors branch.

For sure I get what you're saying. I've got about 10000 points worth of eldar though and I can get the books for 'really cheap' just trying to make sure that was all the info I needed for playing current games?
Any idea when eldar new rules are expected?

Suck is a bit harsh but the game has changed around them and the 8th Codex is showing its age;
The +1/-1 hit cap rendered a lot of the minus to hit stacking pointless, yep -3/-4 wasnt fun but in a game full of re-rolls -1 isnt that strong
The take and hold nature of 9th means t3 squishys arent ideal
The Phoenix Lords are still fup awful, utterly outperfomed by every other factions named melee, and in some cases generic hqs from Sisters or Drukhari

Yes, those publications should be all you need. I also use Imperial Armour Compendium because I have some forgeworld models in my collection but this may not apply to you. You should also get the latest points costs available in the munitorum field manual available as a free download from the warhammer community site or as a physical copy in white dwarf 462. I'd expect that to have sold out though as they were giving away free computer games in it. Finally the chapter approved grand tournament booklet (and online FAQ) has more missions and secondary objectives intended for balanced match play but isn't essential. You might want to use the modifications to secondaries in the GT 2020 FAQ with the main rulebook though to balance some of the easier secondary objectives.
Craftworlds aren't in a great place at the moment in terms of viability, 9th edition took away a lot of their toys. How much of a problem this will be for you will depend on your local group and what they are playing.
There haven't been any signs of an updated codex as yet, but keep an eye out on next weeks Warhammer Fest online as they will be announcing a lot of new stuff. Sisters and Orks are expected to be the next codexes, but if they start showing off new craftworld models that is a good sign you might only have a few months to wait. If we don't see anything you'll just have to make the best of things and accept you'll be playing on hard mode for the near future :(

Nope.
The closest anyone who's not GW can predict is "in the future".
In the near future we know there's something coming for Admech, Sisters, and then it seems Orks.
After that = ???
Not a mention of Eldar at all.
So they might be right after Orks (whenever that turns out to be), Christmas 2023, or sometime in-between.....

All the FAQs are free downloads on the warhammer community site - go to the home page > FAQs and Downlaods > FAQs then click the 40k icon. Last munitorum update is 4-Feb-2021. Just noticed there is also a power rating update if you use power ratings.

Ouch, not going to lie, I wouldn't want to play them in a semi-competitive environment. I'm using my Necrons right now and have the craftworlds on standby in case someone turns up with a bad 8th edition army and wants a game. My understanding is that shining spears and mechanised infantry are the way to go right now and focus heavily on playing the objectives. This 9th edition army guide from goonhammer might help you get the most out of them https://www.goonhammer.com/start-competing-craftworlds/, but I'd recommend having a chat before the game and asking your opponent to take a softer list against you.

There was a WHCommunity rumours teaser that looked a bit like a new Craftworld model.
That's all we know though, about a new codex or update.

Ooooo... thanks for that, that is interesting. I'm not sure what kind of lead there normally is between rumour engine and actual release but it gives hope we won't be waiting until the end of the line and are hopefully looking at summer or autumn?

Since I've seen it discussed in other places, and it seems no more or less dubious than BattleScribe, I might as well do the OP a favor and mention Wahapedia (google it). It puts everything else out there to shame and is so much easier to use than a codex where you to flip through a million different sections and look up point in a totally separate document, etc. GW couldn't have made it worse for themselves if they tried.
That said, use Wahapedia and buy the new Eldar codex whenever it eventually lands.
