I was wondering if anyone here knew of a miniatures agnostic tabletop game where one could field armies of random monsters. The only example that I can think off the top of my head is Reign in Hell, but that's just a skirmish game.

The Kings of War army lists give some good opportunities for this. If you're talking armies of human-sized monsters, there's several stock armies (herd or orcs comes to mind) where rabble of mixed monsters could work fairly well within the existing stats.

For larger-than human monster hordes, there's ogre army lists.

For including large monsters in a regular list, There's a fair number of "Monster" profiles in each army that would cover most monster types and there are ally rules so you could mix a bit to get the profiles you need.

As mentioned above, Dragon Rampant is a good option, particularly if you want to stay closer to the Platoon size battle. The profiles are even more generic and minis-agnostic than KoW, so you can put most anything into a unit pretty easily.

Monsterpocalypse? Its slightly more on the board game side as its hex/square based i think but its ALL about monsters and giant robots.

Many games have a monster faction.

In Monsterpocalypse (which is a "board game", but in the same way hex battletech is a boardgame...) you can literally field completely random monsters as there are only two "armies" as such - Protectors and Destroyers. And within those the variation goes from giant mecha to godzillas to aztec gods in the thematic "sub-armies".
