If you read the upgrade lists for each one (Shrapnel, Asphyx, Banestrike, etc.) it very clearly lists what can and cannot take the upgrade. Combine that with the fact that Bolters and Combi-Bolters are two separate profiles and it's pretty simple.
Twin-linked versions of these weapons are a different matter altogether, for example, a Rhino has Twin-linked Bolters but a Vindicator has a Combi-Bolter, and it's here where I agree there should be clarification (i.e. can you take upgrade the Twin-linked Heavy Bolter on a Spartan to be a Twin-linked Shrapnel Cannon).

It's pretty clear to me *now* that the rules team only want very specific things to have access to these special rules, probably as some form of limited balance.

The only hang up i have is the seemly random distribution over what legions can and can not take their especial bolters on given things.
Like for example i dont understand why SoH can take bane strike bolters which are arguably way better the asphyx bolters, as combi bolters but tsons dont get aspyx combi bolters.
Like im not upset about it im just confused as to the logic of it.

It could be for lore reasons, because they forgot about what they did with SoH rules, or there might be a reaction between the asphyx rounds and things that can take Asphyx. Asphyx rounds are supposed to be really, really rare via the lore in the book, so even that might be a reason why.

Doing a bit of research this morning and it appears that's a good theory. When I first gave HH a go back in 2017, Tsons were fairly new to the scene and I've found a lot of old complaint threads online about the power of Sehkmet w/Asphyx rounds. To be honest, as someone building Tsons right now, I'm okay with it.
