Under normal circumstances I play 5th edition with my buddies since that's the edition we all started with and know best, but of late I have had some interest in attending modern tournament events. As I understand it the newest event pack is the Warzone: Nephilim rulebook which reduced the CP quantity for a Battle-Forged Strike Force to 6. What I am wondering is when Command Benefits "occur" in the process of making a list. For example, if my first Detachment is a Spearhead that leaves me 3 CP - so I take a Battalion next, reducing me to 0 CP. Does the refund of 3 CP for putting my Warlord in the Battalion happen during list building, allowing me to also take a Patrol Detachment or some pre-game Stratagems, if I was so inclined?

My suspicion is that no this does not work, and CP are refunded after the list has been completed. That said I have perused the Core Rules these last few days and cannot find a definite answer yet, so perhaps Dakka has an idea? With 12 CP for a Strike Force this seemed to be less important, but I suspect that the new setup makes it more of a crunch.

The “refund” as you term it changes the cost of the Detachment and absolutely happens during list building.

Does it though? I thought the Detachment still costs CP, but having the Warlord within then provides bonus CP. Exactly when that bonus is provided makes a difference to your total available Command Points for list-building.

Yes, it happens during list building. It explicitly changes the detachment cost.

The rules say that you must first spend a number of CPs equal to the cost to include that detachment in your army. Then you organise some or all units from your army so that they fit that detachment. The refund happens when you include your warlord in a detachment, which doesnt have to be the first. Then you pick the next detachment (if you want a second one) and again organise some or all units to fit that detachment. You continue to do so until you have no more CP left, or you have reached the maximum number of detachments, or you dont want to include any more detachments.

DETACHMENTS
When you build a Battle-forged army, it will contain one or more Detachments. The maximum number of Detachments you can include in an army depends on the size of the battle you are playing, as shown in the table below.

Combat Patrol 1
Incursion 2
Strike Force 3
Onslaught 4

To include a particular Detachment in your army, you must first spend a number of CPs equal to that Detachment’s Command Cost. If you do not have enough CPs for a specific Detachment, you cannot include it in your army. Then, you simply organise some or all of the units in your army so that they fit within the restrictions and limitations detailed for that Detachment..........

It happens during list building. Nothing tells you to wait and add the CP later. Everyone does it during list building so I don’t know why you’d be trying to hamper yourself. And trying to tell someone else they’re doing it wrong would get laughed at.

As p5freak says, if the exact moment the refund happens matters, it's the point at which you declare your warlord, which (these days) occurs during list building.

That makes sense to me, thanks to all for clearing up the issue. I wanted to be sure about this, since I am considering a list which would require more than the base 6 CP for a Strike Force and is therefore only possible with the bonus CP from the Detachment Command Benefits.
