No, they are not.
However, as per the 'Slaves to Darkness' special rule, you can bring them in from the World Eaters Codex as an Elites choice. Any units taken in this manner do not have any Legion traits but are otherwise part of your army.

There's this wonderful feature on the GW store, called the "preview image" - for the CSM 'dex (which is showing as Temp. Out of Stock on the UK site, amusingly), one of those images shows the Contents page, which will give you your answer...

Correct, you need to bring them in from Codex Death Guard and Thousand Sons respectively. Note that Noise Marines are still in the CSM book.
Probably worth pointing out that Kharn, Typhus and Ahriman are also absent.
EDIT: Also correct, they do not benefit from the Creations trait at all. They have the same rules regardless of your Legion.

As far as I'm aware, there has never been a Plate Marine unit entry in a Chaos Space Marine codex - though they might make for an interesting gluttony-focused unit in a future Emperor's Children Codex. Not sure what their role would be, though.

Shouldn't that be- Not sure what their roll would be, though? My guess would be either a crescent roll (watch out for those pointy ends) or a hard roll (better armor saves).
