Which one had the original Necron rules, and which one had the original Commissar rules?

I remember Commissars appearing in the Compendium, but if memory serves, they were in WD well before that.

As to the Necrons, I don't remember the issue number, but it was just before 2nd ed, I believe.

Necrons debuted shortly before 3e, not 2e.
The WD issues you want are from late '96/early '97. Sorry, I don't know the issue #s. But I'm sure you could Google it.

WD217 was the Necron debut, with the 'army list' (Warriors and Scarabs), and the free mini stuck to the front. WD109 has an Imperial Guard army list, including Commissars, and 115 has Commissary Training Squad rules - not sure if there were other rules in surrounding issues (although I believe 109 was the first of that set of Guard articles, so unless there was an earlier look at the Guard back when they were the 'Imperial Army' that'd be the earliest), I totally don't have a USB full of WD scans but if I did there'd be missing issues here and there.

Sorry I don't know when the Commissar rules came out. IIRC it was the same issue as Chaplains.
