Snotlings, possibly some from the pump waggon.
I want to say at least WHFB 5th ed, so mid 90s? Would have to dig.

At least some show up in the 93 catalog, more in the 97, including the wagon.
Came 9 to a blister, and the wagon had it’s own.

I had some of the Snotlings with the nets but can't remember who made them. I know for a fact that I bought a few blister packs made by marauder miniatures but I think the ones with the nets were from Citadel.
found some on collecting-citadel-miniatures.com they have a picture from White Dwarf 81

Some of the unarmed ones are from the '91 Snotling Blood Bowl team, which seems to be rather elusive picture-wise, but there's a Catalogue shot of them here:

Nah, they're selling Bugman's Cart from 1987. That's a lot older!

Most Snotlings are from 86/87, with another bunch released by Marauder in 1990.

The original scatter dice were from 1991, though the current scatter die design seems to have been updated since then.

I remember that a few of these would be included in multiple Orc and Goblin products. The idea was that you would add them to the bases as decoration. They didn't do anything when game-wise when added to bases, they were just to add flavor.
