I noticed in the newest munitorum field manual that Noise Marines are no longer listed in the CSM section the same for Rubric Marines, Plague Marines and, Bezerkers. Does that mean that CSM players can no longer take them or am I missing something? If they are still allowed do we use the stats/cost in the CSM codex or do we go to another codex?

You don't use any of the pts in the actual CSM codex (or any other codex for that matter). The MFM is the current correct pts for things.
So if you can still take EC cult troops within CSM you'll have to reference the EC MFM entry.

Maybe I should clarify my question. Since we have been allowed to use the Cult troops in the past I'm presuming that they are still available to us. The CSM codex has a point cost for these troops listed. The MFM has an updated point cost for units. However the MFM does not show a point cost for Cult troops under the CSM section. To me, this would indicate that either we are no longer allowed to select these units or we are to use the points that are assigned to them as they are printed in the CSM codex. Or, do I use the point cost from the MFM but look under the codex which features that unit?

The other part of my question is regarding troop composition. I'm interested in using Noise Marines. They have stats in the WD codex which is what I have been using. Now the EC codex is out and they have different composition rules than the WD. Which set of rules do I use?

Correct. You look at the cost shown for the EC Codex unit.
And you use the most current datasheet for them as well. So get yourself a copy of Codex: EC

It would be a customer-friendly move for GW to put up a PDF with the datasheets for the four Cult units within CSM, just in case of any minor keyword changes.

I don't expect it to happen, but it would be a nice gesture.

Yes, it would be utterly obnoxious to require a CSM player to buy potentially an additional 4 £37 books to field these units in a CSM army... So yeah, guaranteed this is how it'll go down.
