The only accurate answer to your question, OP, is "we don't know."
There've been arguments made that the ork device could've burned out his Perpetualness, others that he is in fact just chilling somewhere waiting for the Salamanders to track down this relics they're hunting for but, truly, no-one outside GW knows for sure - and I don't even know if they know.
He might be in the same "If profit looks like dropping, break glass" case alongside Leman Russ, the 30k-scale plastic Thunderhawk, and the first 30k-scale plastic Titan...

Sounds plausible  So there haven't been any references in lore post-War Of The Beast then?

Oddly enough, the Salamanders Supplementary Rulebook (8.5, i think. it may have been the 9th though) had this to say
The ultimate fate of the Primarch Vulkan is a matter of much conjecture. Some sources state that he led his chapter for as long as three millennia before disappearing on an undocumented mission. Though he has been thought lost on many occasions, he always returned.
