I'm having someone add some moss/greenery to my models and fixing my bases.

The issue is, before the tournament they have a painting competition. Should I ask to opt out, since even though I painted (drybrushed the feth out of them) the models, I did not do all the work making them look snazzy?

Yeah, you should opt out of the painting competition. It's a lose-lose situation for you: either you lose, or you win and you have a feeling that you cheated.

I was pretty sure I was going to lose. My paint scheme isn't what you would call "winnable."

But I understand. I'm just going to be blunt about it. I did the paint, just not the greenery that makes it look cool.

That's how you handle it. Be honest and tell the judges up front. They know their rules; they'll tell you if that disqualifes you from the competition. Some will care, some won't.
