Maybe, but if they'd done that scale you'd not be able to see Raynor or Kerrigan very much. Felix in Dragoon form you might be able to pick out as they'd be more chunky, but otherwise most of them would be tiny. Sure you'd get that grand scale battle, but most of the characters (Bar overmind) would be tiny. Also we know that in general smaller scale games have a harder time selling.
So this scale lets you have loads of detail over most of the army and characters and have the greater chance of success. I call that a win - plus it means getting proper detailed zerglings and hydralisks.
All those characters could have been done in smaller scale.
I have a 10mm Nagash for Warmaster and it is brutal, just see the (hand sculpted and cast in resin) Argatoria 10mm line. Make those in a (for example) 20mm scale and they would be even better. But no, they had to try to fight against WH40k in their own turf of brutally scale-crept 3Xmm models.
Edit: an SC game without siege tanks, battlecruisers (they could be like the Epic Armageddon Tau Manta for instance), etc... just
I think 15mms would be like the perfect size for this game, problem would be plastic at these scales since it's kind of shallow on microdetails. Best 15mms I have had are in metal and from GZG.
Not just that, but that scale of game is always harder to sell over standard 28-32mm.
Honestly I think the best hope is the SC game does super well and they spin off a second 6-15mm scale version that lets you have all the tanks, swarms and stuff
You got it all wrong, folks. The tabletop game is surely meant to emulate the RTS multiplayer degeneracy of early game rushes. No need to choose a scale that allows large, higher tier units that you never even get to put on the table.

For this scale a Warcraft 3 Wargame would work better. 1-3 heroes, 15-25 units per side. You can do a ton of factions, from normal races that can go into subfactions (human kingdoms, orc clans) to neutral / hostile factions like scarlet crusade, murlocs, etc...
But oh well if Prodoss wanted Starcraft thats fine too.
Dakka does have White Knights and is also rather infamous for it's Black Knights. A new edition brings out the passionate and not all of them are good at expressing themselves in written form. There have been plenty of hysterical responses from both sides so far. So we descend into pointless bickering with neither side listening to each other. So posting here becomes more masturbation than conversation.

I wouldn't call Starcraft particularly character focused, though its cast is definitely popular with fans of the game. Kerrigan though is a genuine video game icon, though also the one I think could have been represented well at a smaller scale.

I'd argue tychus and Jim are as well. Anyone who has touched the franchise will likely recognise them. The "it's about time" trailer alone is enough for tychus.

Tychus was a nobody at the time the trailer launched. At least in-game terms. However whilst his suit was modified, it was very Marine and he looked the 100% Criminal Marine that we all know they are. So at that point in time he worked as just a generic marine being suited up and sealed in as part of his punishment to serve on the front lines.

Oddly mostly on the Marines - or at least stands out most on them.
I think its cause GW pushed more dynamic poses and that resulted in the undercuts. It might even be the game started out 6mm where those undercuts would have been super tiny and then they crept up to 8mm and just kept the infantry as-is

And for plastic infantry done well for smol scales you can go check Epic Warpath or Armoured Clash. Thinking about how to do poses instead of just downscaling the ones from the full sized games helps a whole lot.
