I've been wondering, is an Aegis Defence Line considered a unit or a terrain feature? And if it is a unit, can it benefit from cover? And are enemy units allowed to move over it?

It's a unit, with some special rules letting you stand on it.
It can benefit from cover, under the same rules as other models.
By RAW, I don't think enemy units can move over it (unless they Fly or similar). They'd have to destroy it first.

It's a unit with keyword Fortification
Spoiler:

Emplacement Platform: Friendly ASTRA MILITARUM INFANTRY models can be set up or end any type of move on top of the platform section of this FORTIFICATION.
Reinforced Cover: Each time a ranged attack is allocated to a model, if that model is not fully visible to every model in the attacking unit because of this FORTIFICATION, that model has the Benefit of Cover against that attack.
Defence Line: While an ASTRA MILITARUM INFANTRY model has the Benefit of Cover as a result of this terrain feature (see above), that model has a 4+ invulnerable save.
Fortification: While an enemy unit is only within Engagement Range of one or more FORTIFICATIONS from your army:
That unit can still be selected as the target of ranged attacks, but each time such an attack is made, unless it is made with a Pistol, subtract 1 from the Hit roll.
Models in that unit do not need to take Desperate Escape tests due to Falling Back while Battle-shocked, except for those that will move over enemy models when doing so.

Okay, cool.

Another thing that's been bothering me is the fact that it has a Leadership stat of 7+. Does this mean it can be battleshocked? And if so, could you issue the Duty and Honour order to an Aegis, and give it +1 LD and +1 OC? Because being able to issue an order to a wall is... interesting.

Its both, a unit, and a terrain feature. It says so under abilities.

Defence Line: While an ASTRA MILITARUM INFANTRY model has the Benefit of Cover as a result of this terrain feature (see above), that model has a 4+ invulnerable save.

Its a unit from your army, and as such it can be battleshocked, and it can receive orders because it is an ASTRA MILITARUM unit.

It's can't be ordered cause it's nor regiment, squadron or titanic unit.
Also it's can't be below half strange since whole line count as a single model.

Single models are below half when below half Wounds.
Also, plenty of abilities force Battleshock tests.

As long as they start as a single model. Hilariously, 2-model units will never have to take a Battleshock test for being Below Half-Strength.
