They're both 2,000 points, and Blade of Ultramar to allow a (Probably Tactical) Doctrine every turn (As long as Calgar is on the board) meaning the whole army would be able to move, advance (or Fall Back), shoot, and charge.

I like the more units thing, but the 1:1 character to squad thing is a little wild to me.

Edit To Add: Another thing I like is that everyone has a 2+/4++ and between the Libbies and the Chaplains four of the 5man terminator units also have a conditional 4+++ FNP

Most if not all would just deploy normally. You only get the CP if Calgar is Warlord AND on the table. No auto-DeepStrike in this Det, so you can't skip ahead and deep strike the Assault Terminators onto the objectives, but again the whole army can move, advance, and shoot/charge because Calgar in Blade gives you Tactical Doctrine all day long so "move" 8ish inches on the slowpokes.
