I usually use New Recruit for list building but nothing there for 11th yet.

I have a Emp Children army waiting to be built but I want to make sure I build legally for 11th (I know things can change and I know I can use rule of cool).

Anyway to do that as yet or just have to be patient?

You need to wait for the new field manual to be released with the new points.

Technically we've largely gotten the last piece we need and can start building now. It's just that anything built will need to adapt to the new points, which isn't all that different from any other time around a points update, but might be a largely amount of changes than usual. I'm actually increasingly expecting it to be a much smaller change than a lot of people are expecting.

I suppose it'll depend on how technically difficult it is for the New Recruit developers to implement the new 'increasing points' that some units will have.

Have we though?
Correct me if I've missed/overlooked this somewhere, but....
What's the force org for 11e?
You know;
●7th & earlier we needed the old 1 HQ/2Troops, 0-3 in other categories.
●8th/9th what you needed varied by what detachment you were building.
●10th is just 1 character & fill in pts. + Rule of 2/rule of 3, & battleline/dedicated transports double that.

What's an 11e force look like?
And where is this written?

And if course 11e pts.....

There's no reason to assume any changes to Force Org compared to 10th. I guess GW could throw a curve ball and have shown multiple 11th edition lists that happen to fit these requirements without mentioning them, but I find this unlikely.

Points will change, but points change. As I said, you can build a list now with the current points. The list will just change when the points do as is always the case.

There's also no reason to assume it carries over.
I mean, why would you have to reference an oop editions rules to play the current one?

Because 11th isn't a complete reset like 8th or 10th so much as it is an expansion of the last like how 9th was to 8th. I remember that in 9th there was a long time when we were expected to just use our old 8th codex with some small changes printed in online docs until the new codex is printed. Looking at the faction packs we will be doing the same with 11th.

The Codex books carrying over until replaced makes them, by default, 11e rules (+ any listed changes).

But explain to me how a new player picking up this game next Sat.+ is supposed to tell how to set up an army.
Because right now it sure isnt by reading the 11e "Core Rules"....

By talking to more experienced players and learning how it works in 10th.

No, it's not guaranteed to be the same. So I wouldn't make any big purchases based on that assumption.
But it's a pretty reasonable guess.

Supposedly those rules are going to be in the app or something. Which I agree is really stupid and the Core Rules should have them as well.

It’s been so long since I’ve had to look at them, but where are the “muster your army” rules in 10th?

Core book?
Codex?
Mission pack/deck?
Field Manual?

10th was unplayable when the box dropped, waiting a couple of weeks for the points and suchlike to appear, IIRC.
Playing with all options of day 1 is not something that GW does with rules resets. The box contents ae all you can go off, if the Indexes are not released at the same time. Even then, the force structure is often missing until the app gets released or updates. This is on the 20th this time, yeah?

From the 11th Core Rules:
Missions will instruct players to muster an army from their
collection of Citadel miniatures, and will state the total size
those armies should be. A simple guide to mustering an army
can be found in the Warhammer 40,000 app
