I wouldn't go as far as that myself. I have a number of figures from that era. They look fine compared to today's figures. The plastics have improved a fair bit.
I can't say I've bought a GW metal figure recently and gone, "Wow!"
GW have always done a lot of good figures. In the early days they employed some very talented sculptors, like the Perrys, who have gone on to found their own companies. Before leaving they passed on their skills.

My actual first GW purchase was the Harliquin box set. I had found it in a dusty comic book shop. I knew nothing about the game, but was in a figure buying frenzy. I thought they looked tres cool, so I bought them. I think it was for a ridiculous price like 8.50, since the owner just wanted to get "that crap" out of his store.

Back when Eldar wore mesh armor and leather jackets. The good ol' days.  Big fan of a lot of those figs, and while some of them look clearly dated, MOST hold up today, especially with updated paint jobs. I've got a pile of RT orks that I'm looking forward to doing up on PP style bases. Should look grand.

Many of the old miniatures show their age. But there some that are still quite good. I've been working on a Genestealer Cult for about a year and a half now, and the metal Hybrids (circa 1989) hold up very nicely. Not surprisingly, Jes sculpted them.  That guy was and is still the man...

I still field a squad of those war walkers. I also occasionally field an eldar dreadnaught that's made of lead...not pewter and an armor cast falcon (although I use it as a wave serpent). I have some bare metal first edition guardians that I'm probably going to paint up as my next project. Then I'll have squads old school (first ed), squad middle school (2nd ed), and squad new school (3rd-4th ed) guardians.
I think I still have some leaflets sitting around in my old gaming stuff with ads for "Brand new second edition Warhammer 40,000!". Always funny to look back isn't it.
The best thing about that ad is seeing that every model is painted differently. I really miss the days when most players used fun and imaginative paint schemes rather than "I play blood angles, so my marines are red".
