So I had this idea last night. Given GW's trend of using a single USR in multiple instances, how about this USR:

Hardened Vehicle: You may force your opponent to re-roll the damage dice on any glancing or penetrating hit. (basically the Ven Dread's rules).

Then you use in place of upgrades/rules that make a vehicle hard to damage or destroy:

Holo-fields: Holo-field technology makes the skimmer hard to track and destroy. Any vehicle with this upgrade gains the Hardened Vehicle USR.

Living Metal: Auto-regeneration makes the Necron Monolith difficult to destroy. Monolith's have the Hardened Vehicle USR.

Venerable Dreadnought: This ancient dreadnough has seen thousands of battles and is extra resistant to damage and destruction. Any dreadnought with the Venerable upgrade has the Hardened Vehicle USR.

I'm not sold on the name but I can't think of anything better atm. What do you think?

Looks about right. Although the Monolith Living Metal rule seems to be closer to the Wave Serpent field-thingy than the Venerable rule.

I have a feeling that the Monolith is going to get toned down. As the glancing table is more forgiving and heavy weapons are getting a bit rarer I don't think the Lith needs as much protection anymore.

Any other upgrades this USR could apply to?

Maybe. It'll be interesting to see how it changes with the 5th edition Necron Codex.

For the universal special rule you're proposing, it just seems like a notational thing, rather like some universal special rules now that amalgamate a similar effect under the same special rule. It's certainly a good idea, but I don't think it would be expanded.

That said, it would be something to have it represent an analog to the Reinforced Armour rule that exists in Epic - so Land Raiders would get it, for example...

What about as an upgrade option for Land Raiders? It seems strangely fitting.
