No, it shouldn't have been. YMDC is for questions about how existing rules play out. What you're talking about is adding a new house rule, so this is the correct section.

As for the idea itself, sure, I would be open to such a rule in Apoc. It isn't particularly useful, anyway.

It makes alot of sense to do so, and all the gamers I regularly play against wouldn't have a problem with it, just make sure you get permission!

That would make for a great Apocalypse Datasheet. Just pay another 50 points for the rule on top of the Command Squad, and you're good.
