I think there is, simply because I define the word Metagame to mean being prepared for powerful force combinations from specific codex's (ie. MC's, Skimmers, all infantry lists, etc).

When I go to my local store for a RTT and find that players are specifically and admittedly tooling their armies to beat my own, then yes, there is a metagame.
Of course there is a metagame in some form or another. To say otherwise is either ignorance, denial, or simply trying to start an arguement.

Of course there is a metagame.
All Warhammer core games are eternally split between the good armies with Base stats of 4 for Strength Toughness Weapon Skill and Ballistic Skill and Good Armor and all the Candy A.. armies without it.
The metagame is basically how do you compensate the deficiencies of a Candy A.. Army.
And always thus will be. Caesar has spoken.
