Im not sure about the date or month, but Im assuming late spring early summer time. someone else will be able to answer that better than I.
Id imagine it will be similarly priced to the other new codices. I paid £12 for the new ork codex last november, so I wouldnt expect it to be more than £15.

If you have a question, it is preferable that you edit your post title, adding a question mark to the end to denote such.
To address your question: Warseer is reporting that doctrines are gone. This seems likely in line with how GW has been "streamlining" the game. I don't know anything about release dates.
