Mine is easier.
You pick a guy, say for example a Cadian LT. You name him. ( Lt. Dan,
FTW)
then you give him a backstory. Lt Dan has a healthy case of the yellow stripe down his back, so he uses a double "Look out sir!"
He can be given a hotshot weapon, or a boltgun, because he used to be a stormtrooper, and was quietly "Reassigned" to lead a penal platoon.
He has 2 commisars assigned to his platoon, because he is being regarded by his superiors in a suspicious light, and because of it, he has a double roll against the Comisariate execution roll in the case thay lose a moral check. ( The right one don't get you, the left one will...) on a roll of six, one of the commisars gets it instead of the officer,
"Whoops, better look where your going."
Basic personalities get up to two Stat changes, or 2 special abilities.
Medium personalities up to three
Heroic personalities up to 4 or a major advantage.
Using a couple of basic books, such as the old 2d edition COdex Imperialis, the Necromunda book, or the Inquisitor book gives you ample range in ideas.
The hard thing is to have one or two other people to bounce the ideas off of and come up with a story to justify the advantages.
Its easy to pull a
GW and make up ubercharachters, its another to come up with interesting quarks and small personable storys.
