So, I have never really fully understood the distinction. If one is a member of the Inner Circle are you a Member of the Deathwing as Well? or are they two totally separate groups?

Subject: Question on Deathwing and the Inner Circle

Think of it like Squares and Rectangles, All Inner Circle are Deathwing but not all Deathwing are Inner Circle. That being said, not all in the Inner Circle once wore Terminator armor and actually served in the 1st company. In the book, "Angels of Death," the Chaplain, simply by telling the marines the story of Luther's betrayal made his small squad members of the Deathwing. So it's an honorary title that usually corresponds to serving in the 1st company.
Only a few ascend to Inner Circle-ness and only after they have proven their ability to keep secrets and gone through all the story rituals that dominate the DA culture.

Deathwing = 1st company veterans
Inner circle = 1st company + chaplains + librarians + chaptermaster + master of the ravenwing ( maybe some captains too ).
Note: techmarines are not part of the inner circle.

Excellent, that is exactly what I needed. So am I right in thinking you can justify putting Powered Armoured Command Squads and PA Interrogator Chaplains in a "pure" Deathwing Army? Or would you say it is limited to TDA Equiped Inner Circle, Belail, Termies, Dreads and Land Raiders?

You could fluff justify it(plus, it's your army) since all Chaplains are Deathwing and could potentially induct their Command Squad, but when most people think of "pure" DW Armies, they think Termies, Dreads, Land Raiders. Be prepared to brush off people who can't separate rules from fluff.

wear dresses
like initiations
have a strong oral tradition
hmm....
