So I just got done reading the Heresy collected visions a few days ago and I'm not real clear on what the deal is with the golden throne and that webway portal. I know that it was supposed to be the Emperors greatest work and all, and Magnus screwed it up majorly with his "warning" and that daemons are now trying to get into the imperial palace. So did the emperor manage to do anything during the siege of terra before he went off to fight horus? I mean was any progress made in repairing the webway tunnel? Whats the deal?

IIRC the 4th ed. rulebook stated that they did manage to get into the webway, and had been reconstructing some of the destroyed tunnels of it, but then demons invaded it.

IMO, if you've bought it from GW and there is GW printed all over it, it is canon.

So then, in your opinion the Ultramarines were really Heretics, turned to Chaos, and the current chapter is actually a later founding chapter that once had a half-Eldar for a chief Librarian?

Since I am new here, let me add that fluff is in general canon in its latest issue IMHO.
The story about the emperor and its work on terra isnt replaced/fleshd out in another book yet,
but i think the horus-heresy series will do so in the future.
Until then, yes the visions of... books are a possible fluff source.
Personally, i do favor the use of actual available publications to keep everyone at the same page.
Old stuff is nice to know, but sometimes already dropped/replaced/changed by our most consistent of companys,
located in the foggy isles of britannia.

indeed getting access to webway is a greatest achievement. with it the human can travel safely through the webway instead of the dangers warp travel, which greatly reduce the chaos god influence. i think that is why chaos god would want to sabotage it.
i heard someone is still fighting daemon in the portal.
