I wonder.During the great crusade the Emperor accepted the deaths of innocent because he knew that some must die to bring achieve greater good for all humanity.Konrad Curze called him a IIRC weakling which could not accept that his doctrines were as same brutal as his.

To my understanding, any unforgiving attitudes and actions of the Emperor were done with the intention of progression in mind.
The brutality of the 41st millennium is effected to manipulate and exploit the common masses for power and control, not progress.

Also, do not forget that the Emperor was indeed at war with pretty much the whole galaxy, it was basically as much of a warzone as the Imperium is now. I think everyone, or almost everyone, had some sort of hope for better times, and dove at the chance to see a united mankind. It was a pivotal point in time, but I am not entirely sure how the life of the average civilian was compared to 10,000 years later.

The emperor was a good bit kinder before the heresy. It was actually the heresy itself (specifically, the betrayal of his favored son) that caused the emperor (and thus the imperium) to abandon love in general. This is mentioned in the inquisiter wars trilogy.
During the great crusade, it was occasionally mentioned that marines were, "unaccustomed" to battling other humans, and it was in general an unpleasant & distasteful affair.
The Great Crusade-age Imperium was definately alot nicer than the current one.

I wonder how would the Imperium look if the Emperor owned Horus without sustaining those injuries.I think that technology would progress,war would still be present etc...

What if?
So:
- if the loyal marines could have warned the imperium?
No trap for 3 legios. Probably no traitors at terra then.
- if russ wasn't tricked and didn't assault magnus?
Problems for the warp spawn, since the emprah would keep his best libbies..
- if magnus managed to save horus?
no heresy, except lorgars betrayal would lead to war and some legios would be unable to fight for some time.
- if the dick managed to save fulgrim?
traitor fleet shot to pieces. Some may change their choices if the emprah is in person talking to them.
- if the alphas did purge the xenos instead of listen.? Too shadowy to be clear.
- if the iron warriors got their stuff together and refuted to be the common garrison? Ask for holidays before signing contract is beneficial...
- if the Lion listened to the right people? Maybe the true face of chaos would have been revealed earlier,
the calibanites were used to fight it.
- if the emprah was in contact with his sons? No heresy at all-.
- if the ad mech had not switched sides ? Heresy broke down fast.
- if the emprah was still able to command after the confrontation ?
Power would still be distributed, but with 1 having the last say, some organizations would not exist.
Research would allow to actually keep on crusadin and most xenos would be extinct.
IMO, with a short heresy or none at all, hard times for non-humans in this galaxy.
Without those rituals and ignorance, the overwhelming numbers would mankind allow to outdo any foe.
