After seeing the awesome fight scene of Ong Bak again I'm struck with the idea of letting the PC's elect one of their own to enter a bare-knuckle no holds barred fighting tournament, because that's the only way they can get certain trading rights.
Now the thing is, so far you can only hit someone, but what about martial arts or special attacks? Any suggestions?

Sounds like kind of a headache. Percentile based systems never seem to be terribly great at complex combat. My experience with DH is pretty limited,but I would suggest...
I think the first thing you have to get around is the needing to make an agility check to move out of CC. Otherwise,both fighters will just run up and exchange blows until one of them drops. Not exactly cinematic.
Next,I would definately say that both fighters should be rolling initiative before each round of combat.
You should probably also have a mechanic where the fighters can add to or subtract from their % to hit to get plusses or minuses to their damage bonus. Say,10% per every 1 point of damage,and cap it at +/- 3. So,for example,a player can choose to subtract 3 from their damage to gain an extra 30% to hit(this would represent a quick leg kick or jab),or choose to take a 30% penalty from their attack roll to add 3 to their damage rolll(this would be exotic and devastating maneuvers like a leaping thrust kick or spinning back fist). You could also rule that you can take,say a 20% penalty,to try and perform a knockdown maneuver.
The biggest success/fail of this is going to be on you and the player and how well you both narrarate the action,though. You'll both have to be very descriptive in what exactly is happening to capture the feel of what you're trying to accomplish. I've had players in other systems that are great at this(a player with a female Sith MA expert in Star Wars game in particular),and others that just never seem to take to it.
This just doesn't seem like a good idea for DH. If you have the urge to do a tournament then WoD has better mechanics for varied martial arts and it has a decent system in place to create your own stuff.
DH and RT are just too super lethal to make a martial arts fest 2010 work well.

WoD(or OWoD to clarify),was a great system for detailed combat,particularly if you had the Combat book with it's massive list of combat manuevers,martial arts,and weapons. However,I think it was implied in the OP that this tournament is suppossed to take place as part of a currently ongoing DH/RT campaign,so telling everybody to make WoD characters doesn't really help.
Rereading Brooks OP I see you (Wahtever1) are correct in working it into the current game.
Sorry to say, I don't know a reliable way to add a "Martial Arts" fighting style in. Unless you want to work out an entire class or series of feats akin to what you can get for melee weapons and ranged.
Do you even have a character in your game that is handy with bare knuckles combat?

I'd go for the descriptive route, let the player choose a martial arts style and describe his martial arts as the actions he does, maybe using some of whatevers ideas for adding/decreasing the percentage chance of success?
