I've tried eBay already, and retail stores only carry 1 or 2 boosters of 2 different sets. Ebay is ridiculously priced, the average seeming to be around 3 dollars for 1 miniature. I've tried a few other stores but most of the stuff they have is out of stock and they never replenish it. If it helps, I live in Canada, so stores in other countries are kind of impossible for me.

My local gaming store has a great cardboard box of them on firesale (loose, individual). If you check your local stores, you may be able to find something similar. I used to have a huge number of them myself but when I moved recently I left them all behind with my friends.
Can I ask why you want them? They're not very good and you can find loads of other products to suit most of their uses.

I can't find any other pre-painted fantasy models, as they seem to be in even rarer quantity (or more expensive) than D&D (at least, the few that I know of). Are there any you could reccomend?

Aside from Rackham, I don't know of any prepaints. Why do you need prepainted. When I first got into 3.5, we had a mess of the early D&D minis but when it came time to choose figs for our characters everyone chose unpainted Ral Partha metals. They were the ones from the early nineties and still looked better (UNPAINTED mind you) than the D&D minis. Reaper has some really excellent sculpts and an extremely wide-ranging selection.

I'm not really interested in the "pre-painted" part of it, but mostly the fact that they're incredibly cheap. I remember being able to buy a bag of random pre-painted garble for a very good deal (something like 20 bucks for 50 miniatures), but now I can't seem to find anything like that.

More variety in our campaigns, as I'm the DM and frequent host. Actually, I've managed to find (what seems to be) a pretty good site, called Trolls and Toads, that sells in bulk. Does anyone have experience with them?

Troll and Toad is a good site. I don't think shipping between the US and Canada is an issue, or it has never been for me. There is also Miniatures Marketplace. There is also CoolStuffInc, Gaming Ect, and Miniatures Market.

I totally understand why you want them.
Personally, I couldn't give a rip about their collectability, but they make DMing a lot easier.
The party runs up to an Orc Warband? No problem. Slap down 20 or so of these DDM orcs, and you're good to go.
For PC's, I still use the far better metal models, though.
Check out Bartertown. We get people over there looking to sell or trade off the models in large quantity on a regular basis. Often, it's still a relatively steep price, but almost ALWAYS cheaper than feeay lots or a retailer.
Hope this helps.

Troll and Toad is an awsome site, I've bought alot of stuff through them over the years.
If your looking for specific singles I would recommend Popular Collections, i've delt with them a few times.

Wow, thanks guys, I'll definitely be checking some of these out. As for character models, I agree, I'll probably be converting/painting ones for my players, as the prepaint ones are kind of...ew (though I've found maybe...4-5 good ones).

I've bought stuff from Troll and Toad and they were good for shipping and the correct items, just maybe a bit expensive depending on the particular model. Reaper has some ok prepainted ones as well, they are starting to do more of those.

The D&D figures are currently being re-used and re-painted for the game Heroscape. It is about $11 for 5 pre-painted hero figures, so if you want them in alternate color schemes and new bases, I would recommend going to Troll and Toad and looking for the Heroscape section.
