Oh, BioWare have stated that it's designed to be played after the suicide mission (as it starts the bridge between ME2 and ME3), but you can play it before going.
I assume the dialogue will be written as if you'd completed the game in that case.

Liara was already my favorite in Mass Effect 1, and she became a total badass in ME2. I only regretted how little of her there was in the game... Problem rectified.

No, it's premium DLC, so it costs 800 MSfunbucks. Not unreasonable; it's supposed to last a few hours.

I just finished playing it. Amazing writing, a couple of tear-jerkers, challenging fights and post-mission goodies make this worth far more than 800MS funbucks.
