Yes, there is a disadvantage to simply attempting to steamroller your opponent - a series of bad rolls will reduce you to only a couple of armies, leaving the entire blob of territories which you would have taken additional armies from even more vulnerable to the same tactic. In any case, you can't redistribute your armies from the attacking country after finishing your attack anyway, so you're extremely vulnerable whatever happens.
Of course, if the country you pile all your armies on is a choke point, then it's a perfectly viable tactic, if a high risk one.
