I used 4 layers: brown, brown/golden yellow, golden yellow, and white.
Is there a way I could do that better? please explain, I would love to learn better techniques.

Pretty good. Nice crisp lines, I'm a little iffy on the yellow though, maybe if it matches the rest of your army.
If you were going for a non metallic metal sort of affect you might want to bring your yellow a little more towards orange or even just make it a little more pale.

Are you priming in black? I know it can be tough getting the white onto the black background, but the paint on some of the skulls looks pretty thick. A nice wash might fix a lot of what I'm seeing, though.

I've also found that writing on parchments in a brown makes it look more authentic.

Great job!
Only criticism is that perhaps you could spend a little more time on the scralling on his armor and tabard, it just looks too chunky to me.

Is it gold or yellow? Usually the imperial eagle is white with the BT color scheme and the bolter color is red.

However, while I may not agree with your color scheme I must say that you executed it very well, the yellow is quite clean and the highlights look good.
