yes and no After Isstvan 5 some started to paint their Armour red for Angron and I fell the more crazy guys would paint theirs red(AKA he's Death Company) the normal guys will be the white and blue.

in the Collected Visions, The Horus Heresy page 225 and 250 have pcs with Kharn with them on, so yes. but not all of the guys will be like him.

If it's after Istvaan then it's Heresy era and not pre-Heresy aka the Great Crusade.
I think the horns are based on the khorne symbol so are unlikely to have been worn by the pre-heresy legion. They are removable with a bit of work though.
