I think you have made some small fluff, so what was it about?

The world i had envisioned was a enormous city with Seven billion plus people. Outside the outskirts of the one city is massive untamed wilderness, dwarfing the size of the city. About a quarter of the population is living in poverty. The other like 70 percent live in a dirty, lawless, gakhole filled with criminals and scum. The city has some of the best clubs in the Imperium and many people flock there for that reason. The Imperial Guard are like the peacekeepers/cops when not fighting xenos. etc, etc. I just need names and personalities for them.

If they are from a single culture surely all the names should be similar in some way, right?
I mean finding a guy called Bjorn on Tallarn might be a touch weird...

People come from all over to see and partake in the nightlife. People will join the Guard because it's the only sure job that they can probably get. I know what your saying, Almentia is the the melting pot of the Imperium lol.

I think the idea for your planet is pretty good, you shokd maybe flesh it out a bit more before attempting a Bataviran/Catachan 222nd style thing.
