A fast chat room, that may update every 5 seconds. Private chat ect. would be good than chatting on a thread and them having it be marked as spam.

You don't really need chat - it's not as if a forum is especially slow. Plus chat is a lot harder to moderate.
If you want/need to use "chat", go use a program that has a chat feature

Make or join a wargaming channel in IRC (I have no idea if they are still going as it's been about 8 years since I used IRC) or equivalent program if you want to talk to wargamers.
As far as I am concerned, "chat" is not useful in any way in day to day communication with other wargamers. PM is more than acceptable, and if you are in the situation where you want or need to chat to another person, you will know them well enough to be able to find a program that you can chat through.
Omni directional chat is just horrible - too hard to keep track of who is talking to who, who is saying what, etc.
