Kingsport man arrested for lining up his students, firing blank shots from gun

A Kingsport man who teaches at a vocational school in Abingdon, Va., has been arrested after allegedly pulling a blank firing gun on his students, pointing it their direction and firing multiple times.

The incident occurred April 4 at William H. Neff Center. Manuael Ernest Dillow, 60, of 840 Liberty Drive, Kingsport, was arrested Wednesday for the alleged incident and charged with 12 felony counts of brandishing a firearm on school property.

The Washington County Sheriffs Office reports the charges are class 6 felonies, with each count punishable up to five years incarceration and a $2,500 fine.

Washington County Sheriff Fred Newman reports School Superintendent Jim Sullivan notified the Sheriff’s Office of the incident. An investigation reportedly discovered Dillow "gathered" the attention of the 12 students in his welding class and lined them up near a garage door in the shop.

"He then pulled a 'blank firing handgun,' black in color, from the back waistband of his pants and discharged the weapon between four and ten shots in the direction of the line of the students," states a Wednesday afternoon press release. "The 'report' of the firearm was similar to that of a firearm that fires a projectile, thus placing the students in fear, according to statements. No students were physically injured as a result of the incident."

Dillow was released on a $20,000 unsecured bond with a hearing date scheduled for May 7.

YMCA Safety Drill Goes Awry

A spokesperson for the Y says what happened was all part of a monthly safety drill, which Ys are required to do. But there was some kind of communication breakdown and not everyone who was supposed to be in the know about what was going on was informed.

According to the police report, the Y's director never let police or 911 know about the drill, so employees would have a realistic reaction to what was going on in front of them.

I know one of the employees and it wasn't just Police and 911 that weren't informed. The only people that knew of the plan were the person in charge of the drill that month and the custodian that played the part part of a masked gunman. Patrons were freaking out and there were classes with kids in them with teachers freaking out. One of the teacher barricaded the kids and herself in one of the bathrooms.

I'm thinking the teacher should sue the state for violating his freedom of religion. His church doctrines include kidnapping kids at gun point to show them what its like to be oppressed and he only did it in school to show the kids why bulling is wrong. He wasn't really shooting at the kids, it was just a drill.

It doesn't say "charges pending." It says that what the charges could be are unclear. How is this not clearly assault?

It is. The "church exercise" was poorly thought out and executed. Good intentions don't change that (in fact, I'm pretty sure that road doesn't lead to a good place, if a certain platitude is to be believed).

Wow. Multiple firings are in order, at that level and whoever ok'd the plan originally. Having a hide under the desk plan scenario for domestic killers is not appropriate when there are children present. You can script a scenario response amongst the adults on separate time - which is how it should be.

In the OP, not much info but it sounds like not a drill but the teacher losing it in some manner.

I assume the person doing this didn't appreciate that you can still injure or kill someone with blank rounds. Just because they don't have a bullet doesn't make them safe to fire at people

That isn't even going into the context of the threads was very different as well. Isolating something from its context and then arguing against is fairly poor tactic. They are both jokes, and in poor taste to some degree or another, but the positioning of the jokes, the wording of the jokes, the context of the jokes, and the sense of mean spiritedness in each are radically different.
