Do the Harlequins as a whole have a leader? I mean, they should, like some head harlequin who is in charge of the Black Library etc.
Is there?

That would be correct, the Harlequins ultimately all answer to Cegorach, and as he's still kicking and active, they do actually have commands from him to answer to.

no solitaires are outcasts even by Harlequins standards. They have Head Harlequins that run individual troupes and they kinda do their own thing; but overall command is held by Cegorach.

I guess its him, himself, and seeing as how Khaine is alive in the real universe (albiet in a million pieces) i don't think it's that far fetched to have the laughing god be a material creature; although i'm going by what i've picked up on lexicanum etc. so it may not be completely reliable...

Yeah, the Laughing God himself is who heads the Harliquins.
Certaintly its his physical form, probably one he took when he entered the Webway. he doesn't leave so Slannesh can't get him.

Doesn't Cegorach look like a Solitaire? I'm pretty sure I read somewhere about people encountering a Solitaire and realizing it was the Laughing God all along when the Solitaire is already long gone.

I would believe so, kinda like the Craftworld Eldar equal of a Phoenix Lord!
Or they could have an equalivant of a Head/Ring Master (in keeping with the theme)
that instructs them on what Plays to give and where....also the Harle's are in possession
of the Black Library...gotta wonder who, exactly, operates that?

Last I checked, the Harlequins as a whole sort of answer to whatever authority runs the Black Library (which is probably Cegorach), but each troupe is almost completely independent.
