Are there any popular theories about what it is and or how it works? There seem to be plenty of vague reports about what happens when it appears but very little in the way of facts.

I wouldn't be surpised if it is an Ancient Construct of the Old Ones, similar to the Necrons' Iori Delta Tove in the manner that it randomly appears and disappears hither and thither while having some sort of effect upon the systems it shows up in (Ex. the Tyrant Star's presence causes high birth rates of psykers and high rates of mutation while Iori Delta Tove's presence can realign planets and rewrite history of the local populace). Perhaps it was created by the Old Ones to assist them once upon a time to increase the amount of psykers available to assist them in fighting the Necrons in the War in Heaven.

It's the primary mystery of the Calixis Sector, which is the main setting for the Dark Heresy RPG. The tyrant star seems to appear over a planet for a period of time, during which time all hell breaks loose on the planet. Mutation rates go up, people grow violent and crazed, earthquakes, volcano eruptions, all occur in the coming of the tyrant star, which appears as a black sun in the sky over the world.
The inquisition has a whole conclave called the Tyrantine Cabal, which works towards trying to figure out what the tyrant star is and what it means.

Personal theory? It's a weapon, created by the Necrontyr to jack stuff up, and it's been left to smash around the galaxy long after its creators are dead, as well as the enemies it was manufactured to destroy. This isn't based on any evidence in particular, just an idea I like from a story perspective.

I'd leave the Necron Construct screwing things up to Iori Delta Tove.
That the birthrate of psyker's goes UP in it's presence sorta nullifies the theory that the Tyrant's Star is a Necron Construct.

Oh thats what that thing's called. I honestly never bothered to learn its name XD. I always figured it was a weapon created by the old ones to kick-start the birth of the psychic races

It's very vague, in DH, as to what this thing is, because it's intended and designed to be whatever your GM decides it is. Is it Chaos? Is it Xeno? Is it something left over from the Dark Age of Technology? Is it some weird, but natural, phenomenon? Is it something else entirely?
These are questions that will only be answered by your local gaming group and the whims of your GM.

The Necrontyr are unlikely to have anything to do with it, there are plenty of other ancient and truly frightening species which actualy dabbled in warpcraft.
If Komus, the Tyrant Star is artificial then i would guess that the dreaded Yu'vath, now (hopefully ) exctinct masters of warp sorcery, are somehow involved.
