Well the IG / GK army I was going to make fell through, so I'm going back to Orks, and I want them to be freebooterz. My problem is aside from them being freebooterz I can't think of any other fluff except ripping off Pirates of the Caribbean, and I'm not sure about having my army led by Captain Jack Squigo (as awesome as that would be I don't think I could characterize him correctly) I'm thinking they're looking for something, something important to the kaptin. Maybe I should rip off One Piece and have it just be a big horde of booty. that's about the extent of my ideas, anyone got anything better?

Hey, there's loads more books and movies you could draw inspiration from! I do remember reading about an Ork Submersible called the "Orkilus" on Armageddon, if that helps?
http://www.games-workshop.com/MEDIA_CustomProductCatalog/m1180080_Ork_Datasheet_-_Submersible.pdf
You could port over that whole thing into space ("20.000 light years beyond the Segmentum Pacificus") and make your Orks the crew of some Kap'n Nemork. He hates the IoM because it's "no fun", but in truth his vengeance is rooted in an Ecclesiarchy Crusade having purged the native feral tribes of some world, and he actually liked those humies and had a lot of fun doing battle with them before they were exterminated.
As a character trait, the Kap'n takes it as a matter of honour to protect his krew ("If deres anyun who kills ma boyz, it's me!") and throws a hissy-fit after every battle as long as there's even a single casualty on his side.
Also, Kap'n Nemork really likes giant squigs.
Fun fact, Jules Vernes' character Captain Nemo is also known as "Prince Dakkar" ...

Hmm, I don't know about Kaptin Nemork, but the I do like the idea of the Kaptin playing the pipe organ. It just hit me, what if he was some kind of experiment by some bat crazy tech priest? like some kind of super intelligent ork. The inquisition got wise and captured the tech priest, but the ork escaped to go live with the other orks that inhabited the wastelands of the planet he was on. His "father" gets executed and he's out for revenge against the inquisitor. So he and his boyz hijack a mechanicus battleship to chase after him. Taking mercenary contracts on the way to get the supplies they need to keep chasing the inquisitor.

The more I think about it, the more awesome Cap'n Jack Squigo becomes.

I agree he is awesome, and honestly I'm tempted to make him my kaptin. That's it my army is led by Jack Squigo, Kaptin of the Black toof and member of the Brethren Court along with my necron lord (I seem to have a pirate theme going on with my armies, my other is a necron navy list) Now I just need some other boyz to round out the crew. Ere's the positons dat need fillin:
Navigator: (should probably not be an ork, they get lost too easily)
Quartermaster: (probably should be a bad moon ork)
Bosun: (probably a goff)
Mek: (must be an ork)
Doc: (some old sawbones)
Master gunner: (probably a blood axe)
Anyone got any ideas? I know Pintel and Raggeteli will be just two regular boyz, and they don't even need to be characters for PotC, the floor is open.
EDIT:
Know what, I'm sitting here watching Samurai 7 and I just did a headcount of my characters. what do you know, I've got seven! now I've got some more detail on the personalities of the characters:
Kaptin Jack Squigo: can't bring himself to hurt the innocent (dey don't put up a propa fight)
navigator: she got shanghaied, doesn't get along with Squigo.
Quartermaster: only in it for the teef, his get rich quick schemes often end in laughs (and death)
Bosun: a massive goff who dispite his harsh demeanor cares about every boy under his command.
Mek: the brains of the operation who can’t stand people who question him.
Doc: old for an ork, he’s more machine then ork at this point, doesn’t talk much.
Master Gunner: a youf who is constantly yelling and shouting.

Ork Navigators are Weird Boyz. You are correct. They aren't very good.
Quartermaster: only in it for the teef, his get rich quick schemes often end in laughs (and death)
Bad Moon would be perfect as they love teef.
Bosun: a massive goff who dispite his harsh demeanor cares about every boy under his command.
He should be a Blood Axe if he's going to be caring lol.
Mek: the brains of the operation who can’t stand people who question him.
Make him a Snake Bite, old and bitter lol.
Doc: old for an ork, he’s more machine then ork at this point, doesn’t talk much.
Make him a Deff Skull, blue for luck (at least his patients hope so).
Master Gunner: a youf who is constantly yelling and shouting.
How 'bout a Gretchin?

@ deffdread: I like some of the ideas. Here's a rundown:
Navigator: they're flying around in a stolen mechanicus battleship. She was the navigator when they stole it. She was given the option of helping them, or getting spaced.
Quartermaster: yep he's a bad moon.
Bosun: he cares in that he wants them to be dead 'ard and disciplined so that they don't die. Thus he's a goff.
Mek: why would he be a snakebite? He's the mek, and the old guy is the doc. The mek is the smart one.
Doc: he's the old quiet type. He only speaks when needed, so when he does talk everyone listens.
Master Gunner: no way I'm lettin' a weedy grot man me guns. The gunner is an impetuous youf because it rounds out the ensemble and he ain't big enough to fight on foot, so he drives the tanks. Also Squigo considers him like a little brother, and protects him.
