So i know each company has a spicific amount of rhinos, preds, vinds ect ect but do the drivers count toward the 100 marines per company? Also which company gets assigned stormtalons?

To many unpainted models to count.

They're support staff, they don't count towards the 100 marines per company rule.
I'm not sure but I assume Stormtalons belong to the chapter fleet and are placed under a captain during the missions.

i think they are yknow.. wired in to the vehicle so they more count as a vehicle than a person so no+ above post.... Stormtalons are used on a need basis and do their own thing until a ranking officer tells them to do something

Conventional wisdom says there are more than 1000 Marines in a Chapter, and that the 1,000 is the line strength of the 10 companies. After all, if you take all the vehicles listed in C:SM3E for the Ultramarines, it takes over 400 Marines to crew them all. I'm fairly certain that a chapter isn't draining 40% of its manpower in order to operate.

But the correct answer is: Nobody at GW ever did the math, because they're game designers and not generals.

Actually the correct answer is that the organization schemes we're given include an 'Armory', which is a separate organization outside the ten-Company structure encompassing Techpriests and vehicle crew, which doesn't have a canon size or composition. Given other notes in the background I'd estimate a nominally thousand-Marine Chapter actually is closer to 1,100 or 1,200 Marines and Scouts on paper due to the Armory, Reclusiam, and Librarium not being counted among the thousand, though actual strength at any one time varies.

As far as I know most Chapters will detach vehicles from the Armory to operate alongside line Companies on a campaign-by-campaign basis.
