What if you could place morale affecting things? Like a giant group of dead bodies impaled on spikes or a huge banner that's been defaced with enemy propaganda? Or they could be changes! Like a a heroic monument! Just imagine how much tactics would come in! It would obviously cost points but you would get to choose where to put it (certain restriction apply) or maybe randomize it with dice.

Exactly! It seems like terrain should play a more dynamic role in games than it does. Maybe that's just my experience, but it also allows for awesome modeling/painting projects and it would most likely look fantastic!
