Looks like an auspex to me. They used to have rules, not anymore though.

yep, it's called an auspex, and its some sort of scanner, data compiling and storage device. Skip to 20:00

It used to be equipment you could grab. I remember some armies in 4th had units with hidden placement. The auspex could find them if your squad moved within a certain amount of inches.

It's either an auspex or a signum (a specialized auspex used for targeting); Techmarines used to be able to take them under the 4e book, and the model hasn't been updated since.
