Hi I have started a chaos army resently and still need some ideas for the theme I have got my cultists sorted but now i need to make up fluff for the rest of the army
First things first names for the actual CSM
I have made up a couple of names and a couple with descriptions
well here goes:
The Steel Ghosts - They are famous for briliant staretgy. They keep their secrets - even if it means death. A past chapter war nearly destroyed
them completely.
The Jackal spawn - elegant, brown-skinned. They consume energy through the use of drugs. They crave forbidden knowledge. Their Leaders are corrupt.
The Drowners Of Bothuggoi - unhealthy clones who suffer from a chronic disease
The Night Spawn - This fear-ridden solar-system-spanning technocacy was noted for its advanced ranged weaponry. Greed has driven them to steal what ever they can.
The Warped Agony - unhealthy, zealous mutants.
The Bloodstained Brood -
The Ghoul Children Of Othachas
The Cleavers Of The Unseeing Gods

Well first off, I'm not sure whether you have already started an army and just need a name, or if you are getting ideas for a new army. If you have already created an army then what god do they follow, what sort of aesthetic do you strive for with them? It's hard to just randomly create a name for something that you have no prior knowledge about. If you are thinking about creating a army, you need find out the answers to those questions, and then it will be easier to make a name for your CSM.

The Drowners Of Bothuggoi seem like the more interesting of the ideas you have shared. Unhealthy clones with a cronic disease is alot more interesting than the basic 'brilliant strategist' or 'crazy zealots' most often use.
The unhealthy clone angle opens the models up to all sorts of mutations and nifty ideas you might have, it also loans itself to fluff involving fabius bile and perhaps slannesh. (unless they hate bile then they might gravitate to slannesh's opposite who I believe is now khorne.)

Unhealthy clones is a good idea but the name doesn't make sense. I'd say they should be called the Warped Agony or the Ghoul Children (leave out the second part of the name).

A few years of endless agony later they were approached by Fabius bile who offered them a cure in return for the right to experiment on them. They agreed. They were free of the pain but at a terrible cost. They could no longer Produce geneseed. Now to keep their numbers up they will use massive soul trap arrays to funnel the spirits of their dead worriers into new body created from the flesh of their enemies. In a simplifyed form they use drugs and franckinstine Frankenstein science to resurect their dead troops. (after a battle they gather all of the dead bodies and oparate on them to make sutible bodies for use by their dead kin) If any one is wondering why they are called the The Drowners Of Othachas its because when they invade a world their bulk-lander-equiverlents (they are like massive towers that are droped from space hulks) spew foul concoctions of chemicals that poison the water and mutaite the wild life, this basicly turns the planet into a one giant swamp,just like their home world (ahhh....Nostalgia) , so they esentialy drown the world in chemicals and smog.

I saw the mention of Frankenstein like operations and the such and it made me think of this model. It's not a GW piece but it's interesting given your theme.

Not my army so I can't answer your question but I thought that also until I came across the idea that they might still need him. Not being capable of maintaining/improving themselves (to a full degree) they can't very well do away with him and are stuck dealing with him. Opening them up to fielding him in-game and still having the fluff interaction of either being used as shock troops in a blackmail type situation by bile (threat of stopping treatment of they don't protect him or something like that) and them waiting for a chance to do away with him without bringing the destruction of their own chapter/war band in the process.

I'd give them a bloodthirsty theme (not much of a stretch from most CSM). Like "The Insatiable Axe-Grinders" all covered in blood and red paint, devotees to Khorne, with lots of blood soaked close combat weapons.

A simpler system for a name would be to come up with one for your regular HQ choice and call it ______'s ________ and the second word can be something like Reavers, Disciples, Pus Filled Meat Sacs...

IM not sure.
Depending on the Chaos god they follow/ tactics/ implimentation of units (armor, infantry, etc) and more it could be based around these ideas.

Not my army so I can't answer your question but I thought that also until I came across the idea that they might still need him. Not being capable of maintaining/improving themselves (to a full degree) they can't very well do away with him and are stuck dealing with him. Bile is not with the war band but has left some of his "liaisons" to oversee the drowners' activities. They hate bile and are just waiting for the right moment to kill the slaaneshi marines who bile has sent. (this was to open the army up for a slaanesh contingent!)

What for the drowners? If you have the November White Dwarf the way they paint the nurgle chaos worriers "putrid green" I think they described it as. Well that with bone coloured helms.
All the seargents will have bare heads (because it is honourable to fight "bare skined") their skin will be grey
