If i activate the scales of justice and cast "combat prowess". Can i cast it on lady j so she gets melee expert +2?

No, you can't receive the bonus from the same on the model twice. So like Lady Justice can't give herself another Melee Expert nor can she receive it from someone else.

Much like a model with fast can't receive fast from something else.

Also Melee Expert +2 is called Melee Master (+2)
