I believe the best two options are Plasmacannons or Missilepods for the hammerhead. They fill very different roles, but there isn't really a reason to take a short ranged weapon like the fusion cannon verses something amazing like 4 plasma shots, or 2 TL blast template missilepod shots.

Personally, I think the plasma-head is better, but there is nothing it can really do that a couple of helios suits can't do cheaper and better. The fact that it is ap3 really hurts it.
The next question is, why are you not just taking the railgun. It is effective and the coolest weapon the Tau have.
