Grand Master - 175
10x Strike Squad (2x Psycannon) - 220
10x Strike Squad (2x Psycannon) - 220
10x Purgation Squad (8x Psycannon) - 360
10x Purgation Squad (8x Psycannon) - 360
40 T4 boots on the ground. And a massive 20 Psycannons!
Use the Grand Master to turn Purgation Squads into Troops, and as a Divination Psyker in one of the Purgation Squads (8 Psycannons yields a massive {Heavy mode} 32 S7 shots with Divination Re-rolls, yes please!)
This comes in at 1335 points. Add flavor to taste.

how many Psycannons? Sorry they're not that good.

No, by the context in the OP you can clearly see that he's speaking of a Grand Master, which can't take Divination powers.
