Personally, I'm tempted by a Fortress of Redemption + GK Allies in Coteaz, a squad of 2-3 monkeys, and maybe a Dreadknight (because... monkeys and robots....)
Out of those.. the Eldar. Farseer is useful, and your SW allies option seems a little... random, don't seem to bring a huge amount to a Tau list.
Furthermore, Eldar are Battlebrothers and so will be able to hold objectives, join each others squads, etc...
Board wide psyker protection, buffs to hammerheads or w/e else you got is no joke.
Space wolves are ok too but can't hide the rune priest as well since he has to be within 24' of things though JAWS is damn fun to use at times.
Also, eldar allies can be incredibly cheap. I generally take a farseer with buffs, attach him/her to some fire warriors on foot and benefit from Ld 10 for that squad. I then have some 5 dire avengers to camp an objective. I like them much better than guardians because of better Ld by themselves and also better guns/armor. Can take just 5 of them instead of 10 which is slightly cheaper too. 12 x5 = 60, 10x8 = 80.
Twin linked hammerheads are awesome. I'd only take the random powers and I'd never buy the eldar powers. Space wolves I'm tempted by too many options for JAWS though you can take 2 rune priests potentially but they can't join your squads so much less useful. Space marine can join however but they don't have divination so clear winner for me is Eldar.

I like bringing a jetbiker far seer with singing spear, a shas'el leading a unit of crisis suits pimped out with plasmarifle/missilepod and mutlitracker. With divination buffs and shield drones from the shas'el and team leader, the squad is hard to remove and can remove whole enemy units each turn.
