Not sure what you mean by "complete". The Infinity Circuit is pretty much the afterlife for Eldar. It contains the souls of countless Eldar souls that are put into the Infinity Circuit so that they aren't consumed by Slaanesh. The Infinity Circuit is only capable of releasing a fraction of the energy needed to challenge Slaanesh, but supposedly, one day, when the Infinity Circuits will be able to release enough energy to destroy Slaanesh completely and free its grip on the souls of the Eldar.

The guys inside are outnumbered by the eldar stuck in the warp.

Infinity circuit cannot be completed, it's an Eldar 'afterlife' - a place where their souls are stored to avoid fate of being tortured by Slaanesh.

Eldar theory is that when the day comes all living Eldar commit suicide and form Ynnead who will be powerful enough to destroy Slaanesh one and for all. This is at least what the Eldar believe it will happened.

But on the most serious side the similar thing Humans did almost 50.000 years ago - sacrificing the most powerful Shamans of Earth to create one powerful being: The Emperor. In the same way the Eldar wants to create a god in the warp that will make Slaanesh cry in agony before he finally disappear into oblivion.

The universe has many horrors yet to throw at us. This is not the end of our struggle. This is just the beginning of our crusade to save Humanity. Be faithful! Be strong! Be vigilant!

It backfires by destroying Slaanesh and creating an even worse deity, one which actually forces Khorne, Tzeentch, Nurgle, and the Emperor to make an arrangement
